Kelso & Easter, Inc. has successfully completed various projects consisting of a wide range of project scopes and programs.  Architectural services have included design and construction document preparation, construction cost estimates and construction administration of citywide architectural projects.  A list of projects are included herein.  Names of clientele representatives and their addresses and telephone numbers are also included.  These persons are references for the quality and performance of our firm.  Additional references can be provided upon request.  We have specific project experience in the following areas.

  • 1.            NEW CONSTRUCTION / ARCHITECTURAL DESIGN: We have been involved with the design of hundreds of commercial, ecclesiastical, institutional, recreational and residential facilities offering a variety of professional services including master planning, feasibility studies, conceptual and schematic design, additions and new construction. Our project clientele include both public and private sector.  Projects have included office buildings, churches, airport structures, parking decks, research facilities, housing and recreation buildings. Project experience includes the Virginia Biotechnology Research Park Biotech One, Capital One’s Building Three in Goochland, Virginia, the several structures for the Richmond International Airport expansion, six parking structures including the J. S Reynolds Downtown Campus Parking Deck and the City of Richmond’s Pine Camp Cultural Arts and Community Center and over 30 churches.

  • 2.            BUILDING RENOVATIONS / HISTORIC RENOVATION / ADAPTIVE RE-USE: We are specialists in the restoration, renovation and adaptive reuse of older structures.  We have been involved in the design and / or construction of several renovation projects, many having no record of existing conditions, thereby requiring the field verification of those conditions.  Our field crews include all engineering disciplines to insure that field conditions are properly documented. We have extensive experience analyzing building conditions and field measuring existing structures. If necessary, we will assist in securing engineering assistance to determine the presence of hazardous materials including asbestos containing material and lead based paint and can coordinate required abatement. We provide a detailed A/E analysis, including code discrepancies and structural needs. 

  • 3.            URBAN - REGIONAL PLANNING / MASTER PLANNING: We have provided master planning consultation for many clients, including municipal and community development plans, phased facility construction plans for large developments and capital improvement plans for agencies.  Our master planning experience includes urban / regional planning and facility planning.  We are currently developing the master plan for the Virginia Biotechnological Research Park in Richmond VA.  Previous planning efforts have included the Downtown Master Plan for Petersburg, VA, the Master Plan for Saint Paul's College, and the Community Design Plan for Gum Springs in Fairfax County, VA.  We also coordinate any site survey /civil engineering requirements for developing site requirements.

  • 4.            SPACE PLANNING / INTERIOR DESIGN: We are able to provide designs and construction drawings for tenant completions of the shell structure.  A considerable amount of our experience has involved interior space planning.  Projects have included commercial tenant completion for most commercial spaces in the Villages of Shirlington and the Franconia Professional Center as well as interior architecture, interior design and procurement projects including the National Park Service's Office of Personnel and Office of Finance, the Virginia Biotechnology Center, Richmond International Airport and the Radley Acura Dealership. 

  • 5.            ADA ASSESSMENT AND MODIFICATION / CODE COMPLIANCE ANALYSIS: In the performance of tasks listed herein, and for a number of clientele locating in substandard facilities, our staff has conducted extensive inspections to determine both code conformance and modifications necessary to meet code requirements.  Both Mr. Easter and Mr. Kelso are appointed to local Building Code Appeals Boards and have conducted reviews of local and statewide building codes.  Additionally, our staff has received training from the U.S. Department of Justice on the requirements of the ADA and have provided significant support to public and private sector clients including the City of Richmond Public Schools, the U.S. Postal Service and Philip Morris USA.

  • 6.            CONSTRUCTION MANAGEMENT / ADMINISTRATION: As construction managers for the Alexandria Redevelopment and Housing Authority, we were responsible for coordinating all construction activities for the capital projects of this agency.  These included the renovation of 152 units and construction of 141 units.  We monitored, inspected and approved all construction, maintaining records of all activities.  We also provided coordination with local, regional and national authorities (particularly HUD) as required for the project.

  • 7.            DESIGN AND COST ANALYSIS OF CONCEPTUAL PROJECTS: For a variety of clientele, we have been involved in building program studies and master-plans to determine the feasibility, design programs, construction requirements for various projects.  For the City of Richmond Office of Economic Development we have analyzed existing vacant buildings to determine potential uses, developing design proposals and cost estimates to assist in both marketing and funding of projects in the downtown corridor.  We will also provide cost estimates throughout the course of the project using overall building square footage based on the quality of construction desired.  We have developed a database using an inhouse computer program for providing detailed material take-off estimates based on recent project experience.  We will also provide cost estimates throughout the course of the project using overall building square footage based on the quality of construction desired.  We use the Mean's Construction Cost Data, (most recent edition) to develop these estimates.  We have also developed inhouse computer programs for providing detailed material take-off estimates. 

  • 8.            GOVERNMENT PROJECTS: We have been retained by a number of agencies representing the Commonwealth of Virginia, to provide comprehensive architectural design services in accordance with the requirements of the Commonwealth of Virginia, the States of Maryland and Delaware, and local jurisdictions in Richmond, Norfolk, Roanoke, Fairfax County and Hampton (all in Virginia), Baltimore and Montgomery County in Maryland, as well as the District of Columbia. Additionally, we have represented a number of other quasi-government and Federal agencies, including the US Postal Service, the Capital Regional Airport Commission, Norfolk International Airport, Roanoke Regional Airport and the US Department of Commerce and the US Department of Interior.

  • 9.            EDUCATION: Our firm has represented local school districts, colleges and universities in a variety of capacities. We have provided significant planning and programming assistance to the City of Richmond Public Schools for both classroom and administrative spaces. We have renovated older school structures to accommodate emerging teaching technology and have designed new school structures. We have designed structures for colleges and universities throughout the east cost, including Virginia Commonwealth University, Virginia Union University, the Virginia Community College System, Virginia State University, the College of William & Mary, Delaware State University and Saint Paul’s College.

  • 10.        TRANSPORTATION AND PARKING: We have completed design efforts for multi-modal transportation facilities including air, rail and ground mass transit. Projects include airport terminals, bus stations, garages, parking structures, administrative and maintenance facilities.

  • 11.        LEEDS DESIGN / SUSTAINABLE DESIGN / GREEN BUILDINGS: We have performed design services for several clients interested in attaining LEED’s certification for their buildings. Projects for Capital One and GRTC are among our most recent efforts.
